Dr. Charlemagne received his PhD in Economics from the University of London, where his dissertation research focused on the legal framework of space commercialization and policy prescriptions to promote space commercialization. He completed The Catholic University’s Pentagon and World Politics Masters Program in Washington D.C. majoring in international political economy.

He is the  Inspector General with NATCAP at Bollings AFB, Washington D.C.and served as IG for a full cycle including closing CI findings.
